Shipment plans are not perfect all the time. We try to get the numbers right and we make adjustments within the allowed limits where needed.
Quantities can be adjusted within Amazon's capacity limit of 5% or 6 units whichever is greater. For quantities below 120, 6 units are the limit, and for quantities above 120, 5% is the limit. SMP will display the post-adjustment numbers.
There are circumstances where these automatic adjustments fail causing a discrepancy. The main reason is Capacity overages, where the marketplace capacity has been exceeded after the shipment was created preventing further adjustments. (see the illustrations below)
